LOCAL NEWS COVERS THE LOFTS AT YORK CREEK REDEVELOPMENT PROJECT!
CAM Development’s adaptive resuse of the former Dentsply manufacturing site in York, PA has been generating well-deserved attention, recently featured by both WGAL News 8 and the Pennsylvania Department of Community and Economic Development (DCED).
The former Dentsply property, vacant since 2020, is set to be transformed into a vibrant mixed-use community featuring 81 residential units in its first phase, alongside retail, office, and makerspace. The project also includes a planned extension of the Codorus Greenway trail through the property and serves as a meaningful addition to the community’s recreational experience along the creek.
The project recently received approximately $1,500,000 million through Pennsylvania’s Mixed-Use Housing Development Pilot Program, making it one of only seven recipients selected statewide. DCED Secretary Rick Siger personally toured the site as part of Governor Shapiro’s first-ever Housing Action Plan, which is a statewide initiative to address a projected shortage of 185,000 homes by 2035.
Construction on the first phase is anticipated to begin in Q1 2027. We look forward to that first step and are proud to be part of York’s revitalization story and look forward to sharing updates as the project progresses.

THE LOFTS AT STEHLI MILL – NOVOGRADAC AWARD ANNOUNCEMENT
CAM Construction is proud to share that The Lofts at Stehli Mill has been recognized by Novogradac with the Historic Rehabilitation award for Residential Development that Overcame Significant Obstacles!
This award is significant to our team because it honors not just the finished product, but everything it took to get there.
Originally built in 1897 and home to more than 2,000 female textile workers, the Stehli Mill complex sat abandoned for four decades. Today, we’re proud that this historic Lancaster, PA landmark has been transformed into 165 loft-style apartments, including a mix of studio, one-, and two-bedroom homes, while preserving the character that makes it irreplaceable.
Getting here wasn’t easy. A few of the obstacles our team navigated:
🔨 Century-old wood floors that had to be hand-scraped and sanded to remove generations of oils and coatings
🪟 More than 1,300 historically accurate replacement windows meeting National Park Service standards, including 400 factory window units weighing 500 pounds each
🏗️ Heavy-timber beams and tongue-and-groove decking requiring replacement due to significant rot and warping
🌧️ Complex underground stormwater facilities built around challenging low bedrock
The result? Restored wood flooring, brush-blasted exposed brick and beams, and modern wellness and lifestyle amenities, including a 2,500 sq. ft. fitness center and a 2,000 sq. ft. clubhouse that shifts from a daytime work-from-home lounge to an evening entertainment space.
None of this would have been possible without the state and federal Historic Tax Credit programs that provided the necessary funding to see this project through to completion. A huge thank you to Novogradac for this recognition, as well as our design partners Hammel Associates Architects, the civil engineering team at RETTEW, and every tradesperson and team member who helped bring Stehli Mill back to life. 👏

We’re proud to share that the Lofts at Stehli Silk Mill has been named a Central Penn Business Journal Top Project Award winner! 🏆
This project has been one of the most challenging, and rewarding, undertakings in CAM Construction’s history. Originally built in 1897, the historic 11-acre Stehli Silk Mill complex sat vacant for four decades before our team transformed it into 165 loft-style apartments across seven distinct buildings.
From surgically repairing century-old heavy-timber beams and installing 1,400+ custom windows to navigating supply chain disruptions caused by the 2023 Canadian wildfires, every step of this project demanded creativity, craftsmanship, and collaboration. Our team salvaged and repurposed historic materials throughout, from reclaimed hardwood flooring and steel fire doors to repurposed bathroom partitions reborn as wainscoting, in an effort to honor both the building’s heritage and sustainability principles.
The result? A landmark adaptive reuse project that preserved C. Emlen Urban’s iconic architecture, secured state and federal historic tax credits, earned recognition at the 2025 C. Emlen Urban Awards, and now holds a permanent place in Lancaster County’s story.

DENTSPLY DEVELOPMENT PROJECT PRESS CONFERENCE
Last week, representatives from CAM Construction attended a press conference hosted by the State of Pennsylvania’s Department of Environmental Protection (“DEP”). This conference was held to commemorate the issuance of the stormwater management and land development permit for a 62-lot townhouse project in York, PA for which CAM Construction will be the general contractor. CAM will be completing this infrastructure work on behalf of York Realty Partners in order to prep finished lots/pad sites for Ward Communities to construct their new homes.

STEHLI SILK MILL GALLERY AT THE MET, NEW YORK
Some incredible news came across the CAM Construction team this week, as the Met Fifth Avenue Museum in New York is featuring an exhibit, titled: Jazz-Age Silks: The Stehli Silks Americana Collection, 1925-1928. This exhibit, which is on display in Gallery 599 through April 8, will feature textiles and dress silks that the Stehli Silks Corporation produced in the 1920’s. The timing of this news coincides with the first group of tenants occupying their new apartments in Mill 1 and reminds us of how fortunate we are to be able to transform this historic property into a place where its storied walls can breathe new life into the community. STEHLI SILK MILL: NEWEST FEATURES!
After much anticipation, we have received the initial shipments of 1,400 custom-fabricated windows to be replaced in The Lofts at Stehli Silk Mill! CAM has completed installation of Mill #1, sealing in the building envelope so we can retain heat and complete interior finishes. In addition to the progress on the fenestration, we have completed grading and seeding, site concrete, brick pavers, pole lights, and a fenced-in dog park which we will fill with various artifacts from the Mill. We are thrilled to provide such an amenity for future tenants of the complex, and are looking forward to showing off more of the project as it nears completion.
