THE LOFTS AT STEHLI MILL – NOVOGRADAC AWARD ANNOUNCEMENT
CAM Construction is proud to share that The Lofts at Stehli Mill has been recognized by Novogradac with the Historic Rehabilitation award for Residential Development that Overcame Significant Obstacles!
This award is significant to our team because it honors not just the finished product, but everything it took to get there.
Originally built in 1897 and home to more than 2,000 female textile workers, the Stehli Mill complex sat abandoned for four decades. Today, we’re proud that this historic Lancaster, PA landmark has been transformed into 165 loft-style apartments, including a mix of studio, one-, and two-bedroom homes, while preserving the character that makes it irreplaceable.
Getting here wasn’t easy. A few of the obstacles our team navigated:
🔨 Century-old wood floors that had to be hand-scraped and sanded to remove generations of oils and coatings
🪟 More than 1,300 historically accurate replacement windows meeting National Park Service standards, including 400 factory window units weighing 500 pounds each
🏗️ Heavy-timber beams and tongue-and-groove decking requiring replacement due to significant rot and warping
🌧️ Complex underground stormwater facilities built around challenging low bedrock
The result? Restored wood flooring, brush-blasted exposed brick and beams, and modern wellness and lifestyle amenities, including a 2,500 sq. ft. fitness center and a 2,000 sq. ft. clubhouse that shifts from a daytime work-from-home lounge to an evening entertainment space.
None of this would have been possible without the state and federal Historic Tax Credit programs that provided the necessary funding to see this project through to completion. A huge thank you to Novogradac for this recognition, as well as our design partners Hammel Associates Architects, the civil engineering team at RETTEW, and every tradesperson and team member who helped bring Stehli Mill back to life. 👏

SUMMER IS COMING TO ARMISTEAD GARDENS SCHOOL
Construction is moving fast at Armistead Gardens School! 🏫⚒️
We’re excited to share the latest progress on our Renovations and Addition project, where the addition is starting to take shape:
✅ Floor finishes and final paint are underway
✅ Casework installation is in progress
✅ Façade, terracotta, and brickwork are wrapping up
✅ Courtyard flatwork is being poured
✅ The cafetorium stage is going up
✅ Basketball equipment is being installed
And coming up in the weeks ahead:
🔜 Plumbing fixtures getting underway
🔜 Final grading being prepared
🔜 Above-ceiling inspections on the horizon
It’s incredibly rewarding to see a project like this come together, and we are proud that it will serve the Armistead Gardens community for generations to come. Stay tuned for more updates as we push toward the next phase!

We’re proud to share that the Lofts at Stehli Silk Mill has been named a Central Penn Business Journal Top Project Award winner! 🏆
This project has been one of the most challenging, and rewarding, undertakings in CAM Construction’s history. Originally built in 1897, the historic 11-acre Stehli Silk Mill complex sat vacant for four decades before our team transformed it into 165 loft-style apartments across seven distinct buildings.
From surgically repairing century-old heavy-timber beams and installing 1,400+ custom windows to navigating supply chain disruptions caused by the 2023 Canadian wildfires, every step of this project demanded creativity, craftsmanship, and collaboration. Our team salvaged and repurposed historic materials throughout, from reclaimed hardwood flooring and steel fire doors to repurposed bathroom partitions reborn as wainscoting, in an effort to honor both the building’s heritage and sustainability principles.
The result? A landmark adaptive reuse project that preserved C. Emlen Urban’s iconic architecture, secured state and federal historic tax credits, earned recognition at the 2025 C. Emlen Urban Awards, and now holds a permanent place in Lancaster County’s story.

BUILDING CONGRESS & EXCHANGE COVERS BALTIMORE CITY DISTRICT COURTHOUSE
Last month, Building Congress & Exchange posted an article on our Baltimore City District Courthouse project. The article highlights how we transformed the 1960s office building through a truly systemic renovation.
We stripped the structure to its skeleton, replaced a deteriorating roof deck, repaired nearly 40% of the building’s structural columns, and drove more than 200 piles to support entirely new load, including courtrooms, stair towers, and a full detention facility; the structural steel work alone topped $9 million.
From there, our team transformed the space into a fully operational courthouse: eight courtrooms with 10-foot ceilings, maximum-security holding cells, advanced integrated security systems, a large conference room with a legal research library, and administration offices.
Our mechanical partner Ariosa & Company pulled off an 18-hour crane operation on a single Saturday that included over 75 pieces of equipment, 12 tractor trailers, and not a single hitch.
This project is a testament to what great teams can accomplish when the stakes are high and the challenges are real. We’re proud to have delivered a facility that will serve Baltimore’s justice system for decades to come. Please check out the article at the link below!

CHICK WEBB RECREATION CENTER – RIBBON CUTTING CEREMONY
Earlier this month, members of CAM Construction’s team attended the ribbon cutting ceremony for the Chick Webb Recreation Center.
As Construction Manager on this project, we had the privilege of breathing new life into a community landmark originally built in 1947. At over 32,000 square feet, this historic facility has been thoughtfully renovated and expanded to serve generations to come.
Here’s a glimpse at what this transformation involved:
✅ 11,500 sq ft addition housing a brand-new gym with an indoor basketball court, walking track, and multi-purpose room
✅ A renovated pool with updated locker rooms
✅ Multi-purpose rooms for games, arts, and crafts
✅ A music recording room with a soundproofed booth
✅ A spin studio and fitness center
Projects like this one remind us why we do what we do. The Chick Webb Recreation Center isn’t just a building; it’s a gathering place, a safe haven, and a source of pride for the community it serves. We’re honored to have played a role in its next chapter, and we hope the facility inspires the next community to play, grow, and pursue their passions. ARMISTEAD GARDENS SCHOOL WINTER PROGRESS REPORT
Exciting updates from our Armistead Gardens School Renovation/Addition project with Baltimore City Public Schools as we hit several major milestones heading into spring. The school’s Recreation Center has reached substantial completion and is finished punch-list tasks, with painting already underway. Additionally, the building envelope is rapidly taking shape, as roofing work is substantially complete, while our masonry crews have begun brick installation on the façade. Interior build-out is advancing with drywall hanging underway throughout the buildings while our mechanical teams have started installing HVAC units. MEP rough-in work continues, and BGE is scheduled for critical meter and transformer installations. Exterior concrete and paving are 60-70% complete, as we are currently establishing the walkways, parking areas, and community gathering spaces that will define the Armistead Gardens experience. We are proud of our team’s coordination and execution as we bring this important community project closer to completion. As always, keep an eye out for more updates to come!






HOLIDAY LUNCH AT COMMODORE JOHN RODGERS
Last Friday, CAM Construction hosted a Holiday Lunch on behalf of the Maryland Stadium Authority and Baltimore City Public Schools to thank all of the trade subcontractors and laborers that are working on the Commodore John Rodgers Replacement School project. The event included catering from MISSION BBQ as well as a free-to-enter raffle with a variety of tools, electronics, and gift cards for the attendees to win. We are deeply appreciative of all of the trades and laborers, as well as the design team at Crabtree, Rohrbaugh & Associates – Architects, for their hard work and dedication to building this facility.







MABEL H. HUBBARD COURTHOUSE RIBBON CUTTING CEREMONY
Yesterday, CAM Construction had the honor of attending the Ribbon Cutting Ceremony for the Mabel H. Hubbard District Court at 500 N Calvert Street in Baltimore. This courthouse, which honors the legacy of the first African-American woman elected to serve on a Maryland bench, will provide a new and improved space for the Baltimore community to ensure that justice is accessible and served with dignity.
We are proud to have contributed to this landmark project that not only enhances the judicial infrastructure of Baltimore but also pays tribute to Judge Hubbard’s pioneering legacy. This state-of-the-art facility represents our commitment to building spaces that serve and uplift the communities we work in.

DENTSPLY DEVELOPMENT PROJECT PRESS CONFERENCE
Last week, representatives from CAM Construction attended a press conference hosted by the State of Pennsylvania’s Department of Environmental Protection (“DEP”). This conference was held to commemorate the issuance of the stormwater management and land development permit for a 62-lot townhouse project in York, PA for which CAM Construction will be the general contractor. CAM will be completing this infrastructure work on behalf of York Realty Partners in order to prep finished lots/pad sites for Ward Communities to construct their new homes.
